Odds dilution and respective payoffs

What is the effect of placing a bet of say an Exacta or Trifecta
on your own odds and resulting payoffs. I see that on the webcasts
the pool totals for the Exacta at Dania is approx. $1000, and
the Tri is approx. $4000 to $5000. I think these are in single
dollar amounts, so does that mean the Exacta pool is $3000, because
it's a 3 dollar bet, or could it be less because people bet only
$2?
I'm wondering if the Exacta pool totals are actually large enough
to warrant wagering on Exactas. There always seems to more money
on those foolish Quinellas
