It probably came in after Orlando/Daytona. That's why the Ocala, Ft. Pierce, Melbourne, Big Bend locations were chosen......distance.

By the way, it is 100 for horses, harness and dogs from existing. and 50 miles for jai-alai from existing pari-mutuels. 550.054(2)
