The constitution has been amended to allow Miami-Dade and Broward (only) to authorized slot machines in the local pari-mutuels establishments that have operated during the last 2 years. For anything else to happen it would require another statewide vote to amend the constitiution.

VLT's can be added by the legislature through the lottery, and that doesn't require a vote or amendment.

Unless the legislature decides that it is a good idea to reopen facilities, VLTs would probably only go to existing and operating locations. They could also require local county approval, like the miami-dade & broward slots.
