Question about Self Betting Machines

O.K. My question is if you find money still in a machine when you walk up to it,and you hit the voucher button,and cash the voucher. At what point does the original owner of the money lose his right to it, and the guy that finds the voucher have rightful ownership to it? If they are able to track you down later in the day can they make you give it back, and what can they do if you don't want to give it back? I ask because there was quite an amazing incident at Melboourne Greyhound Park today.
