I would be first in the door.

I would knock down the friggin Home Depot (in my dreams).
Make it as big as Dania, with as many players.
I would focus on jai-alai, but diversify the operation (resto, club/lounge, kiddy arcade, sports bar, other gambling options).

And have it attached/close proximity to a shopping mall (at least a linked/protected walkway), so that couples could split up and stay occupied...if you know what I mean.
